II International Socio-political Hearings (May 20-23, 2026, Perm)
From May 20 to May 23, 2026, the second international socio-political hearings on the creation of a single Eurasian security and cooperation space were held in Perm. The Forum was organized in support of the implementation of the initiative put forward by President of the Russian Federation Vladimir Putin in 2024 to form an architecture of equal and indivisible security in Eurasia based on mutual respect, consideration of national interests and ensuring conditions for progressive development throughout the entire continental space.
The hearings were held with the assistance of the Russian Ministry of Foreign Affairs, the international commission of the All-Russian Political Party United Russia, the Russian parliamentary Eurasian Dialogue, reputable public organizations and with the support of the authorities of the Perm Region. The event was attended by representatives of Eurasian states, including parliamentarians, experts, representatives of political parties and public institutions.
The participants noted the importance of welcoming addresses by President of the Russian Federation Vladimir Putin, Chairman of the UNITED RUSSIA Party, Deputy Chairman of the Security Council of the Russian Federation Dmitry Medvedev, which emphasized the need to consolidate the efforts of the Eurasian states in order to develop coordinated approaches to ensuring regional and global security.
The need for the Eurasian states to assume primary responsibility for ensuring security on the continent while excluding the destructive influence of extra-regional forces is emphasized. The guests of the Hearings were widely supported by the Russian side’s vision of the future Eurasian architecture, which includes understanding and agreements on ensuring security between the neighbors on the continent based on the principle of equality and indivisibility, which would be applied on a reciprocal basis.
In the context of the discussion of ways to form the Eurasian security architecture, an understanding was recorded of the importance of combining and integrating the capabilities and institutional potential of such regional associations as the Shanghai Cooperation Organization, the Commonwealth of Independent States, the Collective Security Treaty Organization, the Eurasian Economic Union, the Association of Southeast Asian Nations, the Cooperation Council for the Arab States of the Persian Gulf, the Conference on Interaction and Measures trust in Asia, as well as other international structures, operating in the Eurasian space.
The participants of the Hearings expressed support for the Belarusian-Russian initiative to develop the Eurasian Charter of Diversity and Multipolarity in the 21st Century, a unifying document of a strategic nature that would set out the political and legal foundations and principles of interstate cooperation in the field of security in Eurasia in the multipolar era. The relevance of an integrated approach to security issues, encompassing military-political, economic, technological, informational and humanitarian dimensions, was confirmed. The increasing role of strengthening the sovereignty of states and their progressive development, infrastructural connectivity, energy and food security in Eurasia, as well as the digital sovereignty of states as key factors for the stability of the Eurasian space was noted.
As part of the discussion of political and legal issues, the prospects for the institutionalization of interstate cooperation in the Eurasian space were considered. The need to enhance the role of the principles of sovereign equality, indivisible security and the priority of international law, as well as the development of confidence-building mechanisms, good-neighborliness and collective security was emphasized.
In terms of cooperation between youth organizations, the emphasis is on the formation of sustainable platforms of interaction aimed at the development of educational, entrepreneurial and humanitarian initiatives. The importance of involving young people in the processes of shaping the future architecture of cooperation and strengthening intercultural dialogue was noted.
When considering the financial, economic and trade aspects of the formation of the Greater Eurasian Partnership, attention is paid to creating a cooperation contour that is not subject to destructive external influences, which would include the development of alternative Western-centric financial instruments, expanding settlements in national currencies, deepening industrial and investment cooperation, as well as improving the transport and logistics infrastructure in the Eurasian space.
As part of the discussion of spiritual aspects, the importance of a common value foundation based on respect for the cultural and civilizational diversity of the peoples of Eurasia was emphasized. The need to intensify humanitarian exchanges, support cultural and educational projects, as well as the development of inter-civilizational dialogue was noted.
The hearings demonstrated the existence of significant potential for coordinating approaches on Eurasian security issues, as well as a high level of interest among participants in developing practical cooperation. It was noted that in the context of the increasing complexity of the international situation, the formation of flexible mechanisms of interaction capable of adapting to new challenges and ensuring stability and high rates of regional development is of particular importance.
The delegates intend to continue working on the development of expert and political dialogue, including the preparation of concrete proposals for the formation of elements of a new security architecture in Eurasia, with the presentation of interim results at the next meeting in Perm in 2027 with an expanded membership.
Bilateral and multilateral consultations aimed at deepening cooperation between the participants took place on the sidelines of the hearings. The key events of the forum were widely covered in the Russian and foreign mass media.”.
